The amount of data created annually expected to increase from 4.4 zettabytes in 2013 to 44 zettabytes in 2020. The growing data volumes from diverse sources cause data inconsistencies. Data governance refers to the exercise of authority and control over the management of data. The purpose of data governance is to increase the value of data and minimize data-related cost and risk.

Data governance specifies a cross-functional framework for managing data as a strategic enterprise asset. In doing so, data governance specifies decision rights and accountabilities for an organization’s decision-making about its data. Data governance formalizes data policies, standards, and procedures and monitors compliance. The continuing impact of regulatory requirements such as the General Data Protection Regulation (GDPR) increases the pressure on organizations to have a strong handle on what data is stored where, and how the data used.

Data governance is a:

  • Cross-functional effort: enables collaboration across functional boundaries and data subject areas.
  • Framework: Provides structure and formalization for the management of data.
  • Data as a strategic enterprise asset
  • Decision rights and accountabilities for an organization’s decision-making about its data: determines what decisions need about data, how these decisions made, and who in the organization has the rights to make these decisions.
  • Data policies, standards, and procedures
  • Monitors compliance: Includes the implementation of controls to ensure that data policies and standards followed.

Data governance refers to what decisions must be made and who makes those decisions, whereas data management is about making those decisions as part of the day-to-day execution of data governance policies.

Despite data governance gaining in importance in recent years, a holistic view on data governance, which could guide both practitioners and researchers, is missing.

Some research questions to explore.

  • Future research should investigate which data governance mechanisms can help organizations to retain control over their data in inter-organizational settings.
  • Researchers should also explore governance practices that support individuals and groups in effectively co-determining how their data governed and (re)used.

I agree that there is a need for good data governance when it comes to children and especially their mental health. Data on a child's mental health comes from various sources, including health facilities, and education sectors. Due to diverse data sources and the variety of assessments and indicators across a child’s life span, potential challenges and threats to data validity, reliability, and quality could emerge. Currently, there is no systemic and comprehensive surveillance system on children's mental health. Therefore, work is needed to create data governance tools to achieve it. Good data governance will ensure confidence in the data and oversee data standards, security, privacy, access, and use.

Need of Data Governance in Education – The COVID-19 pandemic has brought a revolution into the digitization of education sector. In order to keep education industry running all the institution quickly adapted to online teaching pedagogy. The need of online delivery of education became the foremost element in this unprecedented times. Tier 1 universities already had some sort of digitized system of Learning and management but the recent times have pushed all the institutions to shift their teaching modalities and functioning to online platform. With everything going online, a big data gets generated and henceforth arises the need of Data management and Data Governance for informed and evidence based decision making for institutions.  Student information data, faculty data, applicant data, administrative data, financial data, legal data, students learning outcomes, data related to curriculum, evaluation, library resources are some of the data sets which institutes have to keep secure and safe. With this arises the need of data governance in Education sector. Private institutions serve a dual role of being an academic set up and business entity so data governance is more important from education sector point of view as users and viewers vary from stakeholders, students, staff, and faculty to research funding agencies and community at large. Future stores a big exploration of seeing how data governance will frame up in Education Industry.

Its great platform to learn about a particular topic from a lot of people thought.

On the behalf of data governance at a particular for INDIA in government setting we are having HMIS and UPHMIS.

As part of data governance and its integrity, a lot were humaliting and fudging the data to increase there ranking now at particulr district wise data validation started for specific to indicator wise government developing portal to maintain data integrity which is under pilot phase.

 

Will share soon about that too. 😍

In the health industry, the use of data is of growing importance. Effective data governance includes measures to manage and control the use of data. Data governance can enhance data quality, availability, and integrity. It ensures compliance with privacy and security policies and legislated regulations. Well-structured data governance can be effective to enforce business transformation.

Data is a huge asset to health care when governed properly can yield good outcomes. Poor governance can lead to significant data problems like losing accountability, poor quality, non-compliance with regulations. Effective data governance models should be brought into place to strengthen the data.

I believe data is the blood of the health industry and other organization and data governance help to make a strategy for managing data. According to the 2020 global data management research report, 78% of organizations believe they are losing money due to poor governance of data assets even though 85% understand that data is one of their most valuable business assets.

A very apt perspective especially in the Indian context when there is a huge emphasis on Health informatics. AB PM-JAY being the world's largest public health insurance / assurance scheme and ambitious National Digital Health Mission do have governance and data privacy in the building blocks, however, ensuring the same throughout implementation, with evolving health eco-system, would be very challenging.

Data goverance is essential to draw a meaningful conclusion from the available data and making it readily avaialbe for the policy makers and stakeholders. The data goverance helps to create a framework for the triple aim such as better healthcare, affordable good healthcare, better population health. 

 

With the emerging data from all over the world in healthcare it is essential to take into the account of quality of the data rather than quantity. The quality of the data will leads to the policy makers to focus on the framework and action plan. The main factors to focus on while framing the policies such as :

 

1. Accontability

2. Managament

3. Engaging and involving multi-sectors into the play

4. Financing

5. Problem-solving

6. Inclusion

7. Well-managed implementation plan and action

8. Monitoring the operational framework
